Why was Union Circle under construction?

The city of Denton was renovating Union Circle to install new water utilities, repair sidewalks around the Union Circle perimeter and redo the road. Since being reopened traffic was reversed. Instead of going clockwise, traffic now flows counterclockwise, entering Chestnut Street and exiting onto Prairie Street.
